The EU is modernizing its energy, climate and transport legislation to better serve its citizens and deliver on its commitment under the Paris Climate Agreement. This will require active local participation to succeed while offering cities and communities new tools and rights for their own strategies. How can flexible local policies be developed to improve citizens' lives and support EU-wide action?
In recent years, cities' involvement in energy and climate action has been considerably enhanced and an increasing number of municipalities take decisive measures towards decarbonisation and adaptation to climate change. However, additional support is necessary to help the Covenant Community implement their ambitious strategies.
